The traditional systems of information service are not adapted to the satisfaction of constantly increasing requirements to information support of objects which change in the course of scientific research [1, p. 168–177]. While information service in the course of informatization of society ultimate goals of scientific work are not considered, degree of analyticity and generality of the provided information is low. The researcher quite often cannot accurately formulate the requirements. One of the peculiar features of information requirements is their connection with the scientific activity which is carried out at the level of a task or a problem [2, p. 7–10]. For effective research it is important that information support has been focused on satisfaction of needs for objectively necessary information of a certain stage of creative process. Such approach is defined by the fact that in the process of transition from one stage of development to another requirements, imposed to scientific information, have been changed. They represent a set of such quantitative and qualitative characteristics of information which most fully meet desirable requirements and promote implementation of developments [4, p. 136–143].

The main source of economic growth and social progress is the human potential, which provides for the acquisition of the necessary knowledge, skills, the availability of health requirements for the production of material and spiritual goods, providing self-development and self-realization of each person.

The main objectives of social policy of the Republic are: to ensure a high level of welfare and social consumption of population, the required quality of services in education and health; creating conditions for equal access of all citizens to basic social services; achieving a high level of personal human security; improving the security of property rights, ensuring the rights of citizens in respect of employment, decent wages.

Содружество науки и практики во всех областях жизни нашего общества с каждым днем приобретает все более важное значение. В этом содружестве одной из ведущих мест принадлежит рационально организованной службе информации.

Однако постановка информационного обслуживания в ряде сфер человеческой деятельности пока еще отстает от требований сегодняшнего дня. В определенной степени это можно отнести и к физкультурно-спортивному движению в нашей стране. Информация становится определяющим ресурсом экономического и общественного развития [2]. Однако на пути решения этой большой задачи предстоит преодолеть еще немало трудностей. Поэтому важное значение приобретает изучение и обобщение передового опыта работы для того, чтобы сделать его общим достоянием.
